Make the batter: In a bowl, mix flour, water, milk, and salt until smooth. Let it rest for 10 minutes.
Heat a non-stick pan over medium heat. Lightly grease with sesame oil.
Pour a ladle of batter onto the pan, swirling quickly to form a thin, even crepe.
Crack an egg onto the crepe, spreading it gently over the surface. Sprinkle with chopped scallions.
Flip the crepe carefully once the edges lift and the egg sets. Cook for another 30 seconds.
Spread hoisin sauce and chili sauce (if using) over the crepe. Add cilantro and crispy wonton strips.
