Preheat oven to 375°F (190°C). Grease a baking dish and set aside.
Cook macaroni according to package instructions until al dente. Drain and set aside.
In a saucepan, melt 3 tbsp butter over medium heat. Stir in flour and cook for 1-2 minutes to form a roux.
Gradually whisk in milk until smooth. Cook, stirring constantly, until the sauce thickens (about 5 minutes).
Remove from heat. Stir in cheddar and mozzarella cheeses until melted. Season with salt, pepper, and paprika.
Combine cooked macaroni with cheese sauce. Pour into the prepared baking dish.
Mix breadcrumbs with 1 tbsp melted butter. Sprinkle evenly over the mac and cheese.
Bake for 20-25 minutes until bubbly and the top is golden brown. Let cool slightly before serving.
